[cheers and applause] >> reporter: call them final rally cries for the final rally in philadelphia for hillary clinton. when you add in a giant donald trump replica head, things get even more lively. independence mall looks like it's setting up for a rock show which the clinton rally partially is. jon bon jovi and bruce springsteen will take the stage before hillary takes the podium and some people were honest that's what they came for. >> bruce springsteen. [laughter] >> tell the truth. >> reporter: the majority of thousands who have lined up starting at fourth and chestnut they're here to cy see hillary. it took crews all day to finish building the stage and security as tight as it can get. no access. huge garbage trucks now block every street possible into the mall. media from all over the world are also here for coverage. >> vote for hillary.

hi cecily. >> lie rick. yes, it's dark out here. the sun has set and temperatures are dropping. our high today 56 degrees, that's 3 degrees below normal so a little bit on the cool side. now we're down to 54. allentown 51. trenton 53. millville down to 46 degrees and wilmington right now 52. satellite6 along with action radar showing high pressure just to the west. that's what brought us the brilliant sunshine today. what that high pressure will do tomorrow is sink down across the carolinas so that will bring us a return flow out of the southwest and that will gradually warm us up but when the polls open tomorrow morning, it is going to be a little bit on the chilly side. pennsylvania the polls opening at 7 o'clock around 34 degrees, new jersey they open at 6:00 it's still dark then, 35 degrees and delaware at 7 o'clock 37 with sunshine and through the day, beautiful weather tomorrow. it will be dry, it will be sunny and in the afternoon, temperatures warming up pretty dramatically. 69 in philadelphia, allentown 68 and cape may 64 degrees.

so, get out and vote. i am tracking some much needed rain on the way. i'll have details on that in the full accuweather forecast. rick and monica. >> all right cecily we'll see se you back inside. news philadelphia commuters have been waiting near a week to hear. the septa strike finally over. >> we're pleased this morning to announce a tentative agreement with twu local 234. >> i feel like it's christmas. like that's unfortunate that getting like a right of transportation back. >> but the work is just beginning for the agency. septa is now trying to get up and running at full capacity in time for election day tomorrow. >> neither side is officially talking about the settlement terms but sources tell "action news" the agreement gives unionized workers an enhanced pension. union members will have to pay more for health insurance. the full union will vote on this deal on friday november 18th. >> "action news" reporter sarah bloomquist lab talking to commuters all afternoon and she's live at 69th street station in upper darby tonight with more.

sarah. >> reporter: well, rick and monica, we've been seeing more and more buses coming and going from here at the 69th street terminal throughout the afternoon. turns out it's taking septa all day to get back to full service. they're still working on that happening at this hour. riders are happy the strike is over but still have some hard feelings. this strike wasn't easy and on so many who count on septa to get around. >> i'm glad to see that they're back running again 'cause we need them. >> i am so excited. hallelujah. >> reporter: relief and joy from septa riders now that the strike that started last monday is finally over. >> very joyous right now that the strike is finally over. >> reporter: they agreed the timing couldn't be better with the general election now just hours away. >> election is tomorrow so we definitely need them so we can go vote. >> i'm glad they made some type of decision. hopefully everything will be up and running for the evening rush as well as for tomorrow as the -- for the voters. >> reporter: throughout the day more public transportation

started moving again, more riders could get where they needed to go but many harbor hard feelings about the hard ships the strike caused them. >> we the ones that's suffering. like we really suffering and it's some people that just can't get around. >> extra expense last week to pay for parking, so, you know, i can't get reimbursed for that. >> reporter: a small group held a rally in front of septa headquarters asking for free rides to make up the for the days they couldn't use passes. or paid for other modes of transportation. >> they should give us a free ride for a few days or something to try to help us without expense. >> reporter: and septa has announced it is offering a credit voucher for unused weekly or monthly trans passes. you can use that voucher toward a future purchase. don't throw away the unused trans pass you do have. you'll need to turn it in in order to get that credit. live in upper darby i'm sarah

bloomquist. rick. >> "action news" will be up early for the first full morning commute since the septa strike ended. join matt tam david and karen beginning at 4:00 a.m. tomorrow. >> philadelphia police say they've recovered two vehicles wanted in connection with smash and grab robberies. the vehicles had both been torched. chopper6 hd was over a police impound lot today where a burnt out silver mercedes and red toyota suv were both spotted. they were recovered last night. investigators say the vehicles were used in robberies at the macy's at roosevelt mall and also at the boyd's in center city. >> time now for a check of our "action news" traffic report monday night. >> that's go to matt pelman live in the "action news" traffic center to see how it's rolling out there. >> glass half full approach rick and monica, as this is a whole lot better than last week. the problem is it's still not perfect. we are still seeing a bunch of delays. not as bad as they were last week when so many extra people were using them in lou of the

city services but delays, one 20 minutes on the lansdale doylestown line 568 terminating at lansdale not going the whole way to doylestown. city services are running again just not as frequently as they normally would. market frankford line running every six minutes this afternoon. normally it would be about every four minutes and it's not stopping at fifth street independence mall that's because of preparations for the big clinton rally tonight and there's already a box of streets that are all blocked off. it's arch down chestnut seventh over to fourth. that blockage is causing gridlock that's spilling back onto the vine street expressway. we have a lot of police officers out here in this area of olde city tonight and don't forget during the sixth and 7 o'clock hours the vine and 95 will have rolling closures as the motorcades make their way to independence mall its bad now. it will get worse. we'll check it again rick and monica in the next half hour. >> will do. thanks matt. much more still ahead on "action news" at 5:00 the

emerging threat. 13 people have gotten sick from a fungus called candida auris. seven cases were reported in new jersey maryland new york and illinois this summer. four patients have died. but it's not clear if it's the infection to blame. the cdc says candida auris could cause outbreaks in healthcare facilities. it reminded administrators to strictly follow their cleaning protocols. and tomorrow in addition to the presidential race, voters will some states will also decide some crucial health questions. in four states medicals marijuana is on the ballots. in arkansas and north dakota the question is simply yes or no. in florida it's the seconds time around for a proposal to define which medical conditions marijuana could be used for. montana voters already approved medical marijuana in 2004. then the legislature enacted tight restrictions barring a doctor from having more than three patients at a time using

it. the measure up tomorrow would ease those rules. but another hot topic will be soda tax. voters in san francisco, oakland and albany, california and in boulder, colorado will be asked whether to impose a tax on sugary drinks. like philadelphia's law, these would be paid by beverage distributors but designed to cut consumption by buyers. and just like they'll be doing here in philadelphia, if it passes elsewhere researchers will be looking to see if the tax makes a dent in the obesity epidemic. overall the issue has raked in $50 million from both sides of the argument. that's enough money to buy every california residents 40 cans of coke or pepsi. rick and monica, back to you. >> ali thank you. the presidential election has become a learning tool for local students. they held a mock election at the carl sandberg middle school in levittown. students checked in and then

clinton leading trump 47 to 43 percent in the latest abc news washington post poll. and tonight the obamas joined clinton along with bon jovi and bruce springsteen at a rally in philadelphia. clinton also slated to deliver a two minute closing message in a national tv ad. trump meanwhile is set to hold his final rally in michigan with running mate mike pence. lauren lyster abc news capitol hills. >> thanks lauren. well, a big trend especially with early voters this election season is taking selfies at the polls. it's definitely a show of civic pride but is it legal in our area? well, we did some digging and here's what we found n new jersey you could take a selfie but you can't show your completed ballot in the picture. in delaware there's nothing specific on the books against it but people are asked not to have a cell phone at polling places or to wear political clothing. in pennsylvania, also, there's no specific law banning polling place selfies but folks should use good judgment. in philadelphia, authorities wants voters to take post voting selfies outside polling

street subway lines the first to come back online. bus and trolly routes are also gradually coming back as well. well, the end of the septa strike is good news for workers and commuters needless to say. >> yes, matt pelman is in the "action news" traffic center with more on how the commute is going now. >> strike that strike, it is over now. the bad news is we're not quite back to normal just yet, rick and monica. as you said, that will happen tomorrow. for this evening's commute, we are seeing limited service on all of the city transit services in most cases that just means things aren't running quite as frequently as they normally do. like on the market frankford line running about every six minutes this evening. normally it would be about every four minutes. service not quite as frequent as normal and on the regional rails we're still seeing extra people using them. we've also had some power issues on some of the regional rails today so again this afternoon you're looking at delays across-the-board many of them now around 20 minutes. and of course the big clinton rally is happening tonight in just a couple hours on independence mall and there's basically a box of
